The board-wide damage triggers per instance of mana refilled, not per point of mana. This makes it highly effective against swarms of small units but entirely ineffective against enemies with the Tough keyword, which reduces the damage to zero. Furthermore, the power provides no benefit if mana is already full when a refill effect occurs, requiring players to intentionally spend mana before playing Attune units.
